The Philippines is pursuing a strategic partnership with the United Arab Emirates (UAE) to establish a major oil storage facility by 2027, aiming to strengthen national energy security and reduce its exposure to global fuel price fluctuations.
The proposal involves Abu Dhabi National Oil Company (ADNOC), with discussions held on October 29, 2026, between UAE officials and a Philippine delegation led by Senator Erwin Tulfo, chairman of the Senate Committee on Energy. The proposed facility could also position the Philippines as a regional energy storage and trading hub.
ADNOC Partnership Could Expand Oil Supplies
ADNOC has expressed interest in advancing the proposed partnership. The company currently supplies approximately 40,000 barrels of oil per day to Philippine oil company Petron, and the proposed storage facility could support larger supply volumes.
During the discussions, the UAE delegation proposed sharing an existing storage-contract framework for the Philippine government to review. Both sides identified the second quarter of 2027 as a tentative rollout target.
However, the project still requires agreements on the facility's location, infrastructure responsibilities, commercial arrangements and implementation schedule. No final agreement has been announced.
Philippines Seeks Protection Against Global Oil Price Shocks
The Philippines imports most of its fuel requirements, leaving its economy vulnerable to international oil price movements, geopolitical tensions and disruptions to major shipping routes.
The proposed strategic oil hub is intended to provide additional storage capacity and improve access to fuel during periods of supply uncertainty. It could also help the government respond more effectively to sudden increases in international energy prices.
The initiative comes amid continuing concerns about disruptions to global energy supplies linked to tensions in the Middle East. Manila is also exploring oil-storage cooperation with other countries, including Saudi Arabia, Russia, the United States, Japan, Kuwait and Australia.
Broader UAE-Philippines Energy Cooperation
Beyond oil storage, the discussions covered potential cooperation in crude oil supplies, refinery investments, fuel retail networks, renewable energy and gas-to-power development.
The proposed partnership could create opportunities for UAE energy companies to expand their presence in Southeast Asia while supporting the Philippines' long-term energy infrastructure requirements.
The UAE-Philippines Comprehensive Economic Partnership Agreement, signed in June 2026, provides a broader framework for strengthening trade and investment ties between the two countries.
What Happens Next?
Philippine officials are expected to continue discussions with ADNOC to establish the commercial and technical framework for the project. The UAE's proposed storage-contract model will also be reviewed as both sides work towards a formal arrangement.
If completed, the facility could strengthen the Philippines' fuel supply resilience and deepen its energy relationship with the UAE. However, the second-quarter 2027 target remains conditional on final agreements and project preparations.
