Dubai has been named the world's second smartest city in the Boston Consulting Group (BCG) Intelligent Cities Index 2026, reinforcing its position as a global leader in artificial intelligence, digital governance, and smart city innovation.
The report places Dubai just behind London while ranking it ahead of New York City, Washington, and Amsterdam. BCG evaluated 61 major cities worldwide based on their use of AI, digital technologies, governance, and innovation to improve urban living and public services.
Dubai earned the highest "Leading" maturity classification after demonstrating strong performance across strategy, technology adoption, governance, and digital infrastructure.
Artificial intelligence played a major role in the city's success. According to the report, Dubai has rapidly expanded AI-powered public services, making government interactions faster, more efficient, and more accessible for residents and businesses. High adoption of digital services has also contributed to improved citizen satisfaction.
The study found that cities integrating AI into everyday public services consistently deliver better quality of life and stronger operational efficiency. Dubai was highlighted as one of the world's leading cities for implementing practical AI applications at scale.
London secured the top position in the global rankings, followed by Dubai, New York City, Washington, and Amsterdam.
The report also recognized Abu Dhabi, which ranked 20th globally and was placed in the "Accelerating" category. The UAE capital performed particularly well in technology infrastructure, innovation funding, and talent development.
BCG emphasized that successful intelligent cities rely on more than advanced technology. Long-term leadership requires strong governance, investment in digital infrastructure, skilled talent, startup ecosystems, and collaboration between the public and private sectors.
Dubai was identified as one of the world's "Balanced Builders" cities that have successfully combined technological innovation with strategic planning and citizen-focused governance. The report suggests this balanced approach has become a defining factor behind Dubai's continued rise as one of the world's most advanced smart cities.
As countries continue investing in artificial intelligence and digital transformation, Dubai's progress provides a strong example of how technology can improve urban services, strengthen economic competitiveness, and enhance residents' quality of life.
