Abu Dhabi has partnered with The Boring Company, the tunnelling and infrastructure technology firm founded by Elon Musk, to explore underground transportation, utility tunnels and other infrastructure solutions across the emirate. The agreement, announced on October 8, 2026, aims to assess how advanced tunnelling technologies could improve connectivity, support urban growth and make more efficient use of available space.
Abu Dhabi Signs Agreement With The Boring Company
The partnership was formalised during the Liveability and Investment Exhibition (LIVEX 2026) in Abu Dhabi. The agreement was signed by Maysarah Mahmoud Salim Eid, Director General of the Abu Dhabi Projects and Infrastructure Centre (ADPIC), and Steve Davis, President of The Boring Company, in the presence of Mohamed Ali Al Shorafa, Chairman of the Department of Municipalities and Transport.
Under the agreement, both organisations will assess the feasibility of underground infrastructure projects, including potential delivery methods and operating models. The initiative will also examine opportunities to strengthen local expertise and position Abu Dhabi as a regional hub for advanced tunnelling solutions.
Underground Transport and Utility Tunnels Under Review
The collaboration will focus on evaluating how underground tunnels could support passenger transportation, utility networks and other infrastructure requirements. The organisations will exchange expertise in tunnel planning, advanced boring technologies, construction methods, safety standards, digital engineering, automation, operations and maintenance.
These assessments could help Abu Dhabi identify practical ways to improve urban connectivity while accommodating future population growth and development. However, the agreement is exploratory, and officials have not announced specific routes, construction schedules or project budgets.
The Boring Company Expands Its UAE Presence
Founded by Elon Musk, The Boring Company develops tunnelling technologies intended to make underground transportation and infrastructure projects more efficient. The company is already working with Dubai’s Roads and Transport Authority on the Dubai Loop, a proposed underground passenger transport network designed to connect key destinations using electric vehicles.
The first planned phase of Dubai Loop covers approximately 6.4 kilometres and includes four stations connecting the Dubai International Financial Centre with Dubai Mall. The Abu Dhabi agreement is a separate initiative focused on evaluating potential underground infrastructure opportunities across the emirate.
Infrastructure Investment Supports Abu Dhabi’s Growth Plans
Abu Dhabi continues to invest in infrastructure to support economic development, improve mobility and accommodate future urban expansion. According to ADPIC, the centre oversees an infrastructure portfolio valued at more than $56 billion and supported the delivery of 100 capital projects during 2025.
The partnership with The Boring Company adds another opportunity for the emirate to evaluate emerging construction technologies and international expertise. Any future project will depend on technical assessments, feasibility studies and decisions about implementation.
