Riyadh – The Saudi Red Sea Authority (SRSA) has unveiled Saudi Arabia’s first official regulatory framework for cruise ship operations, a significant step in the Kingdom’s bid to become a global maritime tourism leader.
The newly announced guidelines set comprehensive safety, environmental, and service standards for cruise tourism along the Red Sea. According to the Saudi Press Agency, the framework covers the entire tourist journey, from embarkation to return, with a clear focus on governance, efficiency, and guest experience.
Clear Protocols and Licensing Simplification
The framework outlines responsibilities for cruise operators, port authorities, and shipping agents. It streamlines licensing procedures and integrates technical requirements to enhance transparency, reduce bureaucracy, and attract investors.
Safety and Environmental Focus
Cruise vessels must now comply with robust emergency preparedness measures, including crew training, onboard safety equipment, and international safety standards such as SOLAS. Environmental protocols mandate advanced waste management, zero-discharge policies, and strict adherence to MARPOL regulations to protect the Red Sea’s ecosystem.
Enhancing Passenger Experience
Operators are required to maintain high standards in transportation, hospitality, and onboard services. New rules ensure passenger rights are respected, from itinerary changes to complaint resolution, all aimed at delivering a world-class cruise experience.
With Red Sea cruise passenger numbers expected to nearly double, from 160,000 in 2024 to 300,000 by 2026, Saudi Arabia is laying the groundwork for a modern, sustainable, and guest-centered cruise sector. The SRSA’s announcement is seen as a milestone in achieving Vision 2030’s tourism goals.
