A new U.S. infrastructure investment opportunity is being presented to investors in Dubai, combining a proposed Orlando development with a potential pathway to permanent U.S. residency through the EB-5 Immigrant Investor Program.
Gateway 2040 will be showcased at the International Property Show (IPS) 2026 at Dubai World Trade Centre from September 7 to 9, where its team will meet investors from the UAE and wider region.
Orlando Infrastructure Project Comes to Dubai
Gateway 2040 is a proposed public-private infrastructure project at the intersection of International Drive and Sand Lake Road in Orange County, Florida.
The project aims to transform the area into a more pedestrian-friendly gateway to Orlando's International Drive tourism district. Plans include wider sidewalks, landscaping, streetscaping and accessibility improvements, along with connections to Orange County's planned pedestrian bridge.
The location is already heavily used by pedestrians. Orange County's 2024 Pedestrian Movement Study recorded an average of around 1,150 pedestrians on weekdays, with the busiest recorded day reaching 1,364.
The wider goal is to create a more connected environment around International Drive's hotels, restaurants, attractions and entertainment businesses.
Investment Linked to the EB-5 Program
For international investors, the project offers another dimension through its proposed EB-5 structure.
Private capital, including EB-5 investor funds, is intended to support the design, permitting and construction of the proposed Promenade. Qualifying infrastructure projects can be eligible for the current $800,000 minimum EB-5 investment threshold, subject to applicable U.S. immigration requirements.
The EB-5 program can provide qualifying investors, their spouses and eligible unmarried children under 21 with a pathway toward U.S. lawful permanent residency. However, approval is not automatic and depends on meeting investment, job-creation, source-of-funds and other immigration requirements.
Job Creation Is Central to the Proposal
A key requirement of the EB-5 program is job creation. Each qualifying investment must support at least 10 full-time U.S. jobs.
Gateway 2040 expects employment to be generated across areas including civil engineering, surveying, construction, landscape architecture and skilled trades. A full economic analysis is expected to determine the project's job creation against the EB-5 requirements.
The project is also designed with a longer-term public benefit in mind. After completion, relevant property interests associated with the Promenade are intended to be conveyed to Orange County for continued public ownership and stewardship.

Bringing Gateway 2040 to Dubai reflects the city's role as a major hub for international investors looking at opportunities outside the UAE.
IPS 2026 will bring together investors, developers, financial institutions and other property professionals from different markets. Gateway 2040's participation gives regional investors an opportunity to examine a U.S. infrastructure project while also considering the potential immigration benefits associated with the EB-5 structure.
The project will be presented at Stall E06, near Gate 8, during the three-day exhibition.
