Dubai Introduces Online Marine Licence for Boats and Vessels: Application Process and Costs Explained

Residents and professionals looking to obtain a marine licence for boats and vessels in Dubai can now complete the process entirely online. The Dubai Maritime Authority (DMA), under the Ports, Customs, and Free Zone Corporation (PCFC), has introduced an online examination system, allowing applicants to receive their licence without visiting government offices in person.

Exam Process Based on Vessel Size

To qualify for a marine licence, applicants must pass a theoretical multiple-choice exam, with the number of questions varying based on the size of the vessel:

  • Boats up to 12 metres – 25 questions
  • Boats up to 24 metres – 50 questions

The test follows international maritime safety and navigation standards, ensuring that licence holders are well-equipped to operate vessels safely.

Types of Marine Licences Available

According to Rashid Khalifa Al FalasiManager of Maritime Enablement at the Dubai Maritime Authority, two categories of marine licences are available:

  1. Pleasure Licence – Issued to private boat owners for recreational use.
  2. Commercial Licence – Required for vessels used for business purposes, such as tourist yachts, floating restaurants, and other commercial maritime services.

Refresher Courses for Failed Applicants

For those who fail the theory test, the authority offers refresher courses at a reduced fee of Dh500. This one-day, four-hour training session helps applicants prepare for the re-examination.

Costs of Obtaining a Marine Licence

The total cost of securing a marine licence includes:

  • Application Fee – Dh500 (valid for five years)
  • Exam Fee – Dh600
  • Innovation and Knowledge Services Fee – Dh20

Courses cover essential maritime skills, including:

  • Rules of the sea
  • Personal survival techniques
  • Fire prevention and firefighting

  1. Download the Smart DMA App – Applicants must first install the Smart DMA app and log in using UAE Pass.

  2. Complete Registration – Once registered, applicants can access their profile and begin the application process.
  3. Upload Course Certificate – Those who have completed an accredited maritime training programme must upload their certification via the app.
  4. Take the Exam Online – After submitting the required documents, applicants can take the theoretical test.
  5. Pass Additional Tests for Commercial Licences – Unlike pleasure licences, commercial marine licences require an additional practical test.

Additional Requirements for Commercial Vessel Operators

For those planning to operate commercial boats, additional certifications and training are mandatory:

  • Crew Training – Crew members working on tourist boats or floating restaurants must complete a specialised crowd management course to ensure proper emergency evacuation procedures for vessels carrying more than 50 passengers.
  • Jet Ski Rentals – Companies renting out jet skis must have one certified supervisor per five passengers. These supervisors must complete a jet ski instructor course for safety compliance.

Age Requirements for Marine Licence Applicants

The age requirement for a marine licence varies based on the vessel size:

  • 16 years – Private boats up to 12 metres
  • 18 years – Private boats up to 24 metres
  • 20 years – Private boats over 24 metres
  • 20 years – Commercial marine licence applicants

The licensing process, fees, and requirements remain the same for both UAE nationals and expatriates, ensuring a uniform application process for all residents.
