Dubai – Dubai has launched the One Freezone Passport Initiative, a new licensing scheme that allows businesses to operate across multiple free zones using a single license. The move is designed to simplify operations, reduce costs, and enhance Dubai’s appeal as a global business hub.
The new system enables companies with operations in more than one free zone to unify their activities under one license, with approvals issued within days instead of weeks or months. Industry experts say the program could be especially beneficial for firms that need to split infrastructure between warehousing and office facilities, as well as retailers managing multiple outlets.
Luxury brand Louis Vuitton was the first to adopt the initiative in July, operating a warehouse in Jebel Ali Free Zone while its corporate office is based at One Za’abeel in the DWTC Free Zone. Authorities say the streamlined process strengthens Dubai’s reputation for efficiency and investor-friendly regulations.
Consultants highlight additional potential advantages on the corporate tax side. While the initiative does not automatically guarantee exemptions, qualifying businesses could consolidate multiple branches under one license and tax registration, easing compliance.
The initial cost for the license is estimated between AED 17,500 and AED 45,000, with additional expenses for visas, sponsorship, and office space. Officials note that Dubai has digitized the entire licensing system, allowing applications, progress tracking, and approvals to be managed online.
Corporate service providers say the response has been positive, with applications now being processed in as little as one week, a significant improvement from the lengthy, multi-step approvals of the past.
