Abu Dhabi, UAE – The Department of Municipalities and Transport (DMT), in collaboration with government and private sector partners, has launched the Sahl Accessibility Assessment System. This initiative aims to improve access to facilities, public spaces, and establishments, ensuring a more inclusive environment for People of Determination, senior citizens, and individuals with temporary impairments.
The Sahl system is part of the UAE’s “Year of Community” initiative and aligns with Abu Dhabi’s Strategy for People of Determination, promoting an integrated, barrier-free urban environment.
Pilot Phase on Yas Island
The project will begin with a pilot assessment on Yas Island, testing the Sahl Accessibility Assessment Framework. The framework, developed under Abu Dhabi’s “Comprehensive Access” pillar, will evaluate various facilities based on real user experiences.
The assessment will cover:
- Public transportation and mobility services
- Hospitality and accommodation
- Retail and entertainment centers
- Fitness and sports facilities
- Dining and food courts
- Cinemas and religious facilities
- Customer service offices of Aldar Properties
Sahl Accessibility Certification System
Following the pilot phase, Sahl will become mandatory for new projects and later expand to existing buildings. Establishments will be evaluated and certified in three categories:
- Sahl Community Certification – For residential communities and master plans
- Sahl Public Places Certification – For public spaces and open areas
- Sahl Buildings Certification – For commercial, government, and public facilities
Each category will be assessed across four levels:
- Qualified – Meets basic accessibility standards
- Adaptable – Features flexible solutions for diverse users
- Inclusive – Provides enhanced accessibility and user-friendly designs
- Exemplary – Demonstrates top-tier, universal accessibility
DMT will oversee compliance at all design, construction, and operational phases, with certifications reviewed every five years.

Dr. Saif Sultan Al Nasseri, Acting Undersecretary of DMT, emphasized that the Sahl system is a major step toward ensuring accessibility for all.

Enhancing Accessibility Through User Insights
The Department of Community Development – Abu Dhabi (DCD) previously conducted a Customer Experience Assessment Journey with People of Determination and senior citizens on Yas Island. The study focused on real-world accessibility challenges, helping refine Abu Dhabi’s long-term inclusive development strategy.
With Sahl, Abu Dhabi aims to set new benchmarks for accessibility, ensuring all residents and visitors can navigate the city freely, safely, and comfortably.
